Dr. Florence Choong: Dr. Florence Choong received the BEng. (First class) from Multimedia University, Malaysia in 2002. She then completed her Masters of Engineering Science (MEngSc) degree in Multimedia University, Cyberjaya in 2005 and Ph.D. in Engineering in 2012. Recently, she has completed her Masters in Business Administration (MBA) from the University of Derby, UK.

Upon graduation, she started her career in the telecommunications and networking industry where she served TM for three years in various departments such as networking, IT, quality assurance and customer service. Being passionate in research and training and educating the youth, she then moved to the academic and research line where she joined Multimedia University (MMU) as a lecturer in 2005. She then moved on to University Tunku Abdul Rahman (UTAR) in 2008 as a senior lecturer. She was the Head of the Electrical and Electronics Engineering department at Taylor’s University leading the program to its first accreditation. At present, she is a senior lecturer and is also very active in research. She has a total of more than 10 years of teaching experience. She is also a Chartered Engineer and is registered with the Board of Engineers Malaysia (BEM) and IEM. She is also the advisor to the Taylors IET On Campus.

She is author and co-author of numerous international journal and conference papers published by renowned journals in power quality, VLSI system design and artificial intelligence. Her current research interests are in the area of artificial intelligence, digital and VLSI design. She has also extended her skills and knowledge in this area through various consultancy works.

As an experienced adult educator, I am passionate about helping training providers, IHL, and CET centers develop high-quality, Skills Framework-aligned WSQ and IBF curricula. At Tertiary Infotech Pte Ltd, I serve as Founder, Managing Director, and Chief Training Officer, leading a team of DACE/DDDPL-certified curriculum developers and ACTA/ACLP-certified facilitators dedicated to upskilling people to stay relevant in a rapidly changing world.

I have a strong entrepreneurial background, having founded and managed multiple high-tech businesses, including OSWeb2Design Singapore Pte Ltd (2007), Eco City Hydroponics Pte Ltd (2010), Tertiary Infotech Pte Ltd (2012) in Singapore, and Tertiary Infotech Sdn. Bhd. (2016) in Malaysia.

With over 20 years of industry experience, I am a DACE-certified developer, ACTA-certified facilitator, ACIT-certified trainer, GCWPL-certified workplace learning consultant, HRD Corp accredited trainer, Microsoft Certified Data Scientist Associate, and Microsoft Certified AI Engineer Associate. I also serve as an Associate Adult Educator with IAL, am a member of the Singapore Computer Society, an ex-Distinguished Toastmaster (DTM), and a former senior member of IEEE. I have published more than 20 peer-reviewed papers and co-invented over 20 US patents. Academically, I hold a PhD in Electrical Engineering from NUS, an MSc in Electrical and Electronic Engineering from NTU, an online MBA from Universitas Global 21, and a B.Sc (Hons) in Physics from NUS, where I was top of my cohort.

Continuously expanding my knowledge and skills, I am proficient in various multidisciplinary fields such as IT, AI, Cybersecurity, Blockchain, IoT, Robotics, and Quantum Computing. Recently, I obtained a Certificate in AI Ethics and Governance (Senior Professional) from NTU, a Graduate Certificate in Workplace Learning (GCWPL) from IAL in 2023, an Advanced Certificate in Integrating Sustainability for a Future Ready Business from SMU in 2023, a Graduate Diploma in Intelligent Robotics Systems from NUS-ISS in 2021, and completed an Executive Programme in Algorithmic Trading from QuantInsti.
